The General Health Insurance (GSS) Premium Rate Increased to 6%

With Presidential Decision No. 10602 ("Decision"), published in the Official Gazette dated November 21, 2025 and numbered 33084, the general health insurance premium rate has been redefined through an amendment to the relevant provisions of the Social Insurance and General Health Insurance Law No. 5510. The relevant decision is provided below.

"Pursuant to subparagraph (g) of the first paragraph of Article 60 of the Social Insurance and General Health Insurance Law No. 5510 dated 31/5/2006, the general health insurance contribution stipulated under subparagraph (f) of the first paragraph of Article 81 of the same Law, applied to those registered as general health insurance holders, has been set at 6% of the social security base amount.

This Decision shall enter into force at the beginning of the month following its publication."

Accordingly, in line with the relevant decision, the General Health Insurance (GSS) contribution rate that applies to individuals whose income exceeds one-third of the gross minimum wage has been increased from 3% to 6%. Based on this change, the GSS premium amount will be applied as TRY 1,560, and this implementation will take effect as of the beginning of december.

Who Is Covered Under Article 60/1-g?

Under Law No. 5510 on Social Insurance and General Health Insurance, Article 60/1-g defines the general health insurance (GSS) status assigned to individuals who do not have any form of social security coverage. This category was created to ensure access to healthcare services for persons in Türkiye who lack health insurance.

Individuals Covered Under Article 60/1-g

Persons who meet all of the following conditions fall within the scope of Article 60/1-g:

  • Individuals who do not have an insurance status such as employee, civil servant, self-employed , voluntary insured person, or retiree,
  • Individuals who are not entitled to receive healthcare services as a dependent (spouse, parent, or child) through a relative,
  • Individuals who do not receive income or a pension from any other social security institution,
  • Individuals who have not undergone a means test, or whose household per-capita income exceeds one-third of the gross minimum wage following the test.

Such individuals are automatically registered under Article 60/1-g and are required to pay general health insurance contributions.

Important Note: Since this amendment does not introduce any increase in the contribution rates applicable to individuals currently working under an insured employment status, there will be no changes or increases in payroll parameters or employee cost calculations.
