The Procedures and Principles of the Implementation Have Been Set Forth by the Birth Assistance Regulation

Following the amendment made to the Social Services Law on March 27, 2025, the new Birth Assistance Regulation, which was published in the Official Gazette dated April 10, 2025, and entered into force, regulates the principles regarding birth assistance payments to be made for live-born children as of January 1, 2025. The Regulation expands the scope of birth assistance for Turkish citizens residing in Türkiye and redefines the payment amounts.

Key Amendments Introduced by the Regulation:

• For the first child: A one-time payment of 5,000 TRY will be made.
• For the second child: A regular monthly payment of 1,500 TRY will be made until the child turns 5 years old.
• For the third and subsequent children: A monthly payment of 5,000 TRY will be made until the child turns 5 years old.
• Payments will be made unconditionally, without requiring proof of financial need. They will be exempt from garnishment and will not be subject to any taxes or deductions.
• Applications will be received through the e-Government Gateway (e-Devlet Kapısı) and other application channels to be determined by the Ministry.
• The application period is 12 months for the first child, while for other children it must be completed before the child reaches the age of 5.
• Children born before January 1, 2025, will only be eligible for support under the provisional article and in accordance with the provisions of the previous regulation.

It is important for citizens to pay attention to the specified application deadlines in order to benefit from this entitlement. In cases such as death, change of citizenship, or the child being taken into institutional care, the assistance will be terminated or suspended.

1. Who is eligible to receive birth assistance?

Mothers or fathers who are Turkish citizens residing in Türkiye can apply for birth assistance for live-born children born on or after January 1, 2025.

2. When and how should I apply?

For the first child, applications must be made within 12 months following the date of birth. For the second and subsequent children, applications must be submitted before the child reaches 5 years of age (up to the 60th month). Applications can be submitted via the e-Government Gateway (e-Devlet) or other channels designated by the Ministry.

3. What are the payment amounts?
• First child: One-time payment of 5,000 TRY
• Second child: 1,500 TRY monthly until the child turns 5 years old

4. Is proof of financial need required to receive birth assistance?

No. Although it falls under the scope of Law No. 3294, payments are made to all applicants without requiring proof of financial need.

Yes. Applications can be made for adopted children. The amount of assistance is determined based on the date of adoption.

6. Where are the payments made and how can they be withdrawn?

Payments begin in the month the application is submitted. The method of payment and intermediary institutions are determined by the Ministry. Payments that are not withdrawn within 6 months are canceled.

7. What documents are required for the application?

The application must include the Turkish Republic ID numbers of the mother, father, and child, a declaration of accuracy, and adoption-related information, if applicable. The application is submitted after registration in the Identity Sharing System.

8. Is the assistance terminated in the event of the child's death?

Yes. Payments are terminated starting from the month following the month in which the child's death is confirmed.

9. Can individuals who have renounced their citizenship or moved abroad receive assistance?

No. If the mother, father, or child renounces Turkish citizenship or relocates abroad, the assistance is terminated.

10. If I previously received assistance, can I apply again under the new regulation?

Those who received payments under the previous regulation for births occurring after January 1, 2025, may reapply within 30 days and, if eligible, receive updated payments through offsetting.
