Following the amendment made to the Social Services Law on March 27, 2025, the new Birth Assistance Regulation, which was published in the Official Gazette dated April 10, 2025, and entered into force, regulates the principles regarding birth assistance payments to be made for live-born children as of January 1, 2025. The Regulation expands the scope of birth assistance for Turkish citizens residing in Türkiye and redefines the payment amounts.
Key Amendments Introduced by the Regulation:
It is important for citizens to pay attention to the specified application deadlines in order to benefit from this entitlement. In cases such as death, change of citizenship, or the child being taken into institutional care, the assistance will be terminated or suspended.
Mothers or fathers who are Turkish citizens residing in Türkiye can apply for birth assistance for live-born children born on or after January 1, 2025.
For the first child, applications must be made within 12 months following the date of birth. For the second and subsequent children, applications must be submitted before the child reaches 5 years of age (up to the 60th month). Applications can be submitted via the e-Government Gateway (e-Devlet) or other channels designated by the Ministry.
No. Although it falls under the scope of Law No. 3294, payments are made to all applicants without requiring proof of financial need.
Yes. Applications can be made for adopted children. The amount of assistance is determined based on the date of adoption.
Payments begin in the month the application is submitted. The method of payment and intermediary institutions are determined by the Ministry. Payments that are not withdrawn within 6 months are canceled.
The application must include the Turkish Republic ID numbers of the mother, father, and child, a declaration of accuracy, and adoption-related information, if applicable. The application is submitted after registration in the Identity Sharing System.
Yes. Payments are terminated starting from the month following the month in which the child's death is confirmed.
No. If the mother, father, or child renounces Turkish citizenship or relocates abroad, the assistance is terminated.
Those who received payments under the previous regulation for births occurring after January 1, 2025, may reapply within 30 days and, if eligible, receive updated payments through offsetting.
