Manufacturing Industry Financing and Employment Protection Support Program Launched

To ensure production continuity in the manufacturing industry, facilitate access to financing for businesses, and contribute to the preservation of existing employment, the Credit Financing and Employment Protection Program for the Manufacturing Industry will be implemented.

The program will be implemented in collaboration with the Ministry of Industry and Technology, the Ministry of Labor and Social Security, KOSGEB, and the Turkish Employment Agency, and SMEs and large-scale businesses operating in the manufacturing sector will be eligible to benefit from the program.

What is the purpose of the program?

The purpose of the program is to support the preservation and increase of employment in the manufacturing industry sectors and to provide contributions to businesses that employ insured workers under Article 4, Paragraph 1(a) of the Social Insurance and General Health Insurance Law No. 5510.

Who can benefit from the program?

Businesses that meet the following conditions are eligible:

• The main or secondary activity NACE code of the headquarters or branch must fall under Section C – Manufacturing
• The Business Declaration must be up to date
• The business must be a natural or legal person under the Turkish Commercial Code

The program covers SMEs and large-scale enterprises operating in the manufacturing sector.

How can access to financing be achieved?

• SMEs and large enterprises operating in Section C – Manufacturing sector can obtain loans from banks.
• Loan terms are determined under protocols signed with banks.
• The amount of credit that can be used cannot exceed the monthly average of the total declared earnings used as the basis for premiums for the workplace for the period November–December 2025.
• The credit limit is 50,000,000 TRY per business.
• Credit must be used in a single transaction by the end of June 2026.

Which banks provide loans under the program?

The loans will be used through the following banks:

• Türkiye İş Bankası
• Türkiye Halk Bankası
• Garanti BBVA
• Yapı ve Kredi Bankası
• Akbank
• DenizBank
• Kuveyt Türk Katılım Bankası
• Türk Ekonomi Bankası
• Ziraat Katılım Bankası
• Vakıf Katılım Bankası
• Albaraka Türk Katılım Bankası
• Emlak Katılım Bankası
• Türkiye Finans Katılım Bankası

Is there any guarantee support?

Yes. Guarantees will be provided for loans to be used by SMEs.

Institutions providing guarantees:

• Kredi Garanti Fonu
• Katılım Finans Kefalet A.Ş.
• İhracatı Geliştirme A.Ş.

The conditions for using guarantees are determined by the relevant protocols.

What is the basic condition for benefiting from the support?

Businesses must maintain the average number of premium days in November and December 2025 in 2026.

What types of support are available?

Businesses can only benefit from one type of support:

1. Performance Support (Non-Refundable)

Who is eligible?

SMEs and large enterprises.

Sector requirement:

Must be engaged in one of the following activities under NACE Section C:

• 13- Manufacture of Textile Products,
• 14- Manufacture of Clothing,
• 15- Manufacture of Leather and Related Products,
• 31- Manufacture of Furniture
• 32.99.02- Manufacture of denim buttons, snaps, buttons, zippers, etc. (including button forms and zipper parts)

Support amount:

• 3,500 TRY per month for 30 days of premium
• Upper limit: 10,458,000 TRY (249 employees / 360 days)
• Support rate: 100% (non- repayable)

2. Financing Support (Interest Rate Subsidy)

Who is eligible?

Only SMEs.

Requirement:

Must operate in the manufacturing sector and not be in the sectors covered by performance support.

Conditions:

• Maximum term: 36 months
• No principal payments for the first 6 months
• Maximum credit limit: 50,000,000 TRY
• Support points: 10 points (non-repayable interest/profit share support)

Where can the support amounts be used?

The non-repayable support provided under the program can only be used to pay:

• Tax debts,
• Social Security Institution premium debts

Can two types of support be used at the same time?

No. Businesses can only choose one type of support: either performance support or financing support.

When will applications open?

Applications for the program will open on March 2, 2026.

How will applications be submitted?

Applications should be submitted online via www.istihdamikoruma.sanayi.gov.tr or www.kosgeb.gov.tr.
