The Regulation Amending the Regulation on Small and Medium-Sized Enterprises Has Been Published

As published in the Official Gazette dated 07 August 2025 and numbered 32979, the Regulation Amending the Regulation on Small and Medium-Sized Enterprises ("Regulation") has been enacted pursuant to Presidential Decision No. 10182.
With the enactment of this Regulation, the monetary threshold regarding the annual net sales revenue or financial balance sheet total of small and medium-sized enterprise ("SME") has been increased, thereby modifying the definition of SME. In particular according to Regulation:
- Article 4(1)(b) of the Regulation on Small and Medium-Sized Enterprises stated "Small and medium-sized enterprise (SME): Enterprises with fewer than 250 employees and either an annual net sales revenue or financial balance sheet total not exceeding 500 million Turkish Liras" has been amended by replacing "500 million" with "1 billion".
- Similarly in Article 5(1)(c) of the Regulation on Small and Medium-Sized Enterprises stated "Enterprises with fewer than 250 employees and either an annual net sales revenue or financial balance sheet total not exceeding 500 million Turkish Liras" the monetary threshold "500 million" has likewise been revised to "1 billion".
In summary, although under the previous regulation an SME was defined as a business employing fewer than 250 people and having either annual net sales revenue or a financial balance sheet not exceeding 500 million Turkish lira, with the amendment introduced by the Regulation enterprises employing fewer than 250 people and having either annual net sales revenue or a financial balance sheet not exceeding 1 billion Turkish lira will now be classified as SME under the relevant regulation.
This amendment directly affects businesses that fall under the SME status, and the changes will come into force on the date of their publication.
