Amendment to the Regulation on the Jewelry Trade

What Does Regulation on the Jewelry Trade Regulate?

Jewelry trading activities of legal entity or natural person merchants, artisans and craftsmans; procedures and principles about granting, renewing and cancelling of the competence certificate; principles, rules and obligations regarding the jewelry trade; the duties, authorities and responsibilities of the Ministry of Trade, authorized administrations and other relevant institutions and organizations regarding the jewelry trade has been arranged in the Regulation.

What are the Innovations Made at the Regulation Amendmenting to the Regulation on the Jewelry Trade?

  • Vocational qualification certificate has been added to the Regulation, which was not available before. Vocational qualification certificate issued for successful candidates as a result of a testing and evaluation process conducted according to the principles defined in national qualifications which take place within the scope of authority of the vocational qualifications authority; proving that the candidate has acquired the learning outcomes (knowledge, skills and competence) stated in the national qualification.
  • In order to trade in jewelry, "having a authorization certificate issued in the name of business", is required condition. Before the amendment, to have this certificate, at least one full-time employee of the jeweler or jewelry business was required to have a mastership certificate. With this regulation, it has become possible to give a competence certificate to jewelers who have a vocational qualification certificate.
  • The above-mentioned mastership certificate and vocational qualification certificate will not be required if jewelers graduate from secondary or higher education institutions related to jewelry activities or from educational institutions abroad whose equivalence of this institutions. Those exempted from this condition will be determined by Ministry of Trade and announced on the website.
  • Jewelry business operating as of the date of entry into force of the Regulation will need to align with the Regulation and obtain an authorization certificate until 30 June 2022. As of the date of entry into force of the Regulation, an authorization certificate will be issued without a requirement of a mastership certificate or vocational qualification certificate, in the applications made till 30 June 2022 on behalf of businesses with income or corporate tax or trade association businesses. If one of the documents proving that the conditions mentioned above is not transferred to the Jewelry Trade Information System (In Turkish) or submitted to the provincial directorate by 31 December, the authorization certificates of these businesses will be cancelled.
  • Regulation will be entered into force as the date of published.
